Born on July 3, 1945 in Grapeland, TX, Simmons grew up in a close-knit family that emphasized the value of education from an early age. As the daughter of a Baptist minister and an educator, she was encouraged to excel academically.

Simmons pursued her undergraduate studies at Dillard University, earning a Bachelor of Arts in French. She then obtained a Master’s degree in French from the University of Wisconsin-Madison and a Ph.D. in Romance Languages and Literatures from the University of Massachusetts Amherst. This rigorous academic training laid a solid foundation for her future roles in higher education.

Simmons began her academic career as a professor of French before transitioning into administration, where she showcased outstanding leadership.

Notably, she served as the president of Smith College, becoming the first African American to hold the position. During her tenure, she implemented initiatives to enhance diversity and inclusion, transforming the institution’s approach to student support and curriculum development.

Later, as president of Prairie View A&M University, she continued her commitment to providing quality education and resources for students at Historically Black Colleges and Universities (HBCUs).
